EPY: W-4 PDF Submit Button In The Tax Withholding PDF Form Successfully Completes But Does Not Update Tax Data. (Doc ID 2586940.1)

Symptoms

During the Human Resources Onboarding process, one step includes updating the Tax Withholding for the Employee. 
When the employee submits their Tax Withholding updates from Adobe using the Submit Button, the Message returns stating that it was updated successfully but the tax_data record does not get updated.

This is confusing to the Employee and means it has not completed all the steps expected.  The Employee would expect to see the new data reflected in the employee's tax data row.



STEPS to REPRODUCE

The issue can be reproduced at will with the following steps:
1. Begin onboarding for new employee
2. At W-4 PDF update, download the form and apply changes as required
3. Click Submit
4. Review results - no values appear in the original page.


Changes

 Customer had refreshed the database and suddenly this no longer worked.
