When copying multiple requisitions, the header attachments from all requisitions are not copied to the purchase order.

Symptoms
When copying multiple requisitions to purchase order, not all header attachments are copied.
The issue can be reproduced at will with the following steps:
1. Create first requisition with multiple attachments at header comments
2. Create second requisition with multiple attachments at header comments
3. Go to Purchase Order page
4. Use Copy Requisition option
5. Select both requisitions
6. Click Copy To Po
7. Edit Comments
Issue : Attachments of one requisition are missing.
