Special Request Category prompt is not working after req has been submitted
After a special request req has been submitted and need to be editing, the category field cannot be change.
An error message is generated - Fetching array element: array reference is NULL.

While getting the value of an array element, the array referred to is not defined (NULL).
The issue can be reproduced at will with the following steps:
1. create a requisition with special request item and submit for approval
2. on approval page click on edit requisition and try to change category
