Fluid Requisition is not Showing Ship To is Required Error Message When Ship To Field is Blank (Doc ID 2590862.1)

Symptoms

If the user/requester does not have a default "Ship To" value in either their User Preferences or Requester Setup then Fluid Requisition will let them create a requisition with a blank Ship To value on the requisition line schedule level. 
However, when the user goes to save/submit the requisition nothing happens. The cursor just spins for a second and disappears. 
There is no error message saying that the Ship To value is required. Nor does the requisition actually save or get submitted. 

Environment Setup
1) Remove the Ship To Location from the User Preference Page
Navigation: Main Menu > Set Up Financials/Supply Chain > Common Definitions > User Preferences > Define User Preferences
2) Remove Ship To from Requester Setup page
Navigation: Main Menu > Set Up Financials/Supply Chain > Product Related > Procurement Options > Purchasing > Requester Setup

Steps to Reproduce the Issue:
1) Create a Fluid Requisition
Navigation: PIA > Fluid Home > Employee Self Service (Fluid Home Page ) > Click eProcurement Tile > Click Create Requisition Tile
2) Add an Item, go to checkout page
3) Click on View Schedule icon for Requisition Line
4) Note Ship To ID is not defaulted and is blank (due to setup)
5) Click Cancel
6) Click Save or Submit
7) System spins and does not save the Requisition
There is no error message saying that the Ship To value is required. Nor does the requisition actually save or get submitted.

What Works
On Classic Requisition Message is obtained (18036,4152) to enter a Ship To value
