When Max Number of Change Levels Is 1 for Not Participating Employees for Dependent Life Insurance, Those with No Dependent Life Records Are Being Offered All Available Plans (Doc ID 2591098.1)

When the Max Levels of Change for currently enrolled or non-participating employees is set to 1, non-participating employees, that is, those who have no enrollment row at all for this Life Insurance Plan Type, are offered all available plans regardless of level.

The issue can be reproduced at will with the following steps:
1. Set the Max Number of Change Levels in the If currently enrolled, or not partiicpating section of the EOI and Level Rules page of the Event Rule used for Dependent Life Insurance to 1 (Navigation: Set Up HCM > Product Related > Automated Benefits > Eligibility and Event Rules > Event Rules Table).

2. Create an event for an employee who previous had no row for Dependent Life Insurance (Navigation: Benefits > Manage Automated Benefits > Events > Run Automated Event Processing).
3. Employee navigates to Self Service > Benefits > Benefits Enrollment, Dependent Life Insurance or the Employee Self Service homepage > Benefit Details tile > Benefits Enrollment > Dependent Life card.
4. All plans are offered to the employee.
