Symptoms

Issue :  Attachments uploaded for Personal Details in OnBoarding cannot be found on the Modify Person page.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Signs in as Employee and goes to ESS > Personal Details
2. Employee verifies his name and has an attachment for it.
3. Signs in as an administrator and goes to Workforce Administration>Personal Information>Biographical>Modify a Person
4. The verified name is updated but the attachment cannot be found.
