EGL9.2:Budget Overview Does Not Show Open Budgets Having Budget Status As 'Default' On PS_KK_BD_ATTRIB_BP Record (Doc ID 2597260.1)

Symptoms

Budget Overview does not show open budgets having Budget Status as 'Default' on PS_KK_BD_ATTRIB_BP record.

When attempting to view Budget Overview inquiry and search  Open only, Close only or Hold only, the following error occurs.

'No data exists for this selection (18021,1515)'

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Create or use existing Budget Overview Inquiry.
2.  Enter Budget Inquiry Criteria.
3.  If checking all check boxes: Open, Closed, Hold.
4.  Click Search button.  A row is returned.
5.  If just select Open checkbox for Budget Status get error.
6.  Test change Budget Period Status to Open and Hold.  Still get message that No data exists if select Open and Hold alone.
