Symptoms
The Resources links for new plans are not displaying on the Fluid Open Enrollment enrollment page for the Plan Type.
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to the Fluid enrollment page (Navigation: Employee Self Service > Open Enrollment tile, Plan Type card).
