PSCBL.MAK or CBLBLD.BAT Fails to Compile INAS Related Programs FAPINAS, FAPINCP, and IMPLUS on Unicode (Doc ID 2597779.1)

Symptoms

When attempting to compile cobol using the Tools-delivered routines PSCBL.MAK (Unix) or CBLBLD.BAT (Windows), the following programs, that are related to INAS processing, fail to compile. The final numeric digits for each program will vary depending on the year, with the example below being for aid year 2020-2021.

FAPINAS1 fail to compile
FAPINCP1 fail to compile
IMPLUS20 fail to compile

or

Compile error for FAPINAS1
Compile error for FAPINCP1
Compile error for IMPLUS20

All other programs besides these will likely have compiled successfully. Also, on UNIX, the executables that did compile successfully should have been automatically moved to the CBLBIN.
