eBenefits Self Service Error: 'Benefits Statement is not set up, Please contact your benefits administrator'

Information in this document applies to any platform.
When attempting to click 'start' of a Hire event in self service, the following error occurs:
"Benefits Statements is not set up, Please contact your benefits administrator"
The issue can be reproduced at will with the following steps:
1. Log in as employee and select Benefits Details Tile.
2. Select Benefits Enrollment to see the error.
