E-DPK: Step "Downloading the DPKs into the VM" Does Not Finish (Doc ID 2598559.1)

When running the psft-dpk-setup.bat --keep_vbox_alive, why does it not finish during this step "Downloading the DPKs into the VM"?

command:

psft-dpk-setup.bat --keep_vbox_alive

This was shown in the command screen:

Validating the Shared Folder setup in the VM: [OK]
Checking if the DPKs are Present in the Shared Folder:  [OK]
Downloading the DPKs into the VM: [OK]

<hung there>

This was in the log:
