ISSUE
When Trying To Copy A Requisition (REQ) With Comments, Fails With Error Data being added conflicts with existing data (18,2)

STEPS
The issue can be reproduced at will with the following steps:
1. Create a requisition in release 9.1 with comments
2. copy the requisition into PO in release 9.2 and save
3. Error
