Add Attachment Button Not Visible During Attachments Step In Fluid Position Management (Doc ID 2598681.1)

Fluid Position Management does not show the 'Add Attachment' Button until you visit the step, leave the step, and return to the step.

STEPS

The issue can be reproduced at will with the following steps:
1) Navigate to the Workforce Administrator Homepage
2) Click on Position Management Tile
3) Click on Manage Position Tile
4) Click on Add Button
5) Click Next on the Position Data step
6) Click Next on the Specific Information step
7) There is no Add Attachment button on the Attachments step
8) Click Next to get the Budget Incumbents step
9) Click Previous to get back to the Attachments step
10) There is now an Add Attachment button visible.
