EGL9.2:Why are Fluid WorkCenter Filters Not Working Properly in Image 30 when Enable Scope Option is Selected? (Doc ID 2599920.1)

Goal

Why are Fluid WorkCenter filters not working properly in Image 30 when Enable Scope Option is selected?
This issue cannot be replicated in Image 32.

Steps:

1.  Log in as VP1.
2.  Navigate to PeopleTools > Security > User Profiles > Copy User Profiles, clone VP1 and save as VP11.
3.  Navigate to Enterprise Component > WorkCenters/Dashboards > Configure Pagelets – My Work tab.  Click Enable Scope option and Set Up Scope Security link.
4.  Select Enable Scope For All.
5.  Click Activate My Work Settings button.
6.  Log out and log back in as VP11.
7.  Click GL WorkCenter tile.
8.  Click Personalize (gear icon) > Maintain Scope Detail.
9.  Set filters by clicking Edit Filter icon.
    - Journal Available to Edit --
        Configure Scope Values:
            Business Unit = US001
            Ledger Group = RECORDING
            Fiscal Year = 2018
    - Incomplete Journals --
        Configure Scope Values:
            Business Unit = US001
            Ledger Group = RECORDING
            Fiscal Year = 2018
10.  Click Ok button, and it automatically update the rows for the 2 pagelets:
      Journal Available to Edit --
      Incomplete Journals --
11.  Log out and log back in as VP11.
12.  Click GL WorkCenter tile.
13.  Notice that for both pagelets, the criteria set were not saved:
      Journal Available to Edit –  (should have 5 rows, but displaying 193 rows)
      Incomplete Journals – (should have 1 row, but displaying 5 rows)
14.  Click My Scope > My Scope, it automatically update the correct number of rows for the 2 pagelets:
      Journal Available to Edit – 5 rows
      Journal Available to Edit – 1 row
