E-PRCS: Process Run Status Says Blocked Due To Max Concurrent Instance But No Process Currently Running (Doc ID 2600779.1)

On : PeopleTools 8.57.04 version, Process Scheduler

Description
---------------
Specific PODISP job stuck in 'BLOCKED' status after being released from a HOLD status due to upgrade of the environment. When checking on the reason it appears to be that the system believes it is running a the 'Max Concurrent' value for the job, however, no other PODISP jobs appear to be processing.
 


 
Replication Steps:
---------------
The issue can be reproduced with the following steps:
1. Release PSJob PODISP job from HOLS after weekend upgrade
2. Observe instance remains BLOCKED
