Group Build Using PSQuery Does Not Produce The Same Count As The PSQuery Outside Of Group Build

Symptoms
When using a PSQuery to fetch employees in Group Build, the count returned does not match the count of employees returned by the PSQuery.
The issue can be replicated as follows:
- Create a PSQuery in Query Manager and review result count. Navigation: Reporting Tools > Query > Query Manager
- Use this same PSQuery in a Group Build Definition. Navigation: Set Up HCM > Common Definitions > Group Build
- Click on the icon on the Group Build Definition page to show the count result.
- Notice the count from the PSQuery does not match the count result in the Group Build Definition.
