Classic Reporting Change for Employee in a Position , Reports To Field is Missing (Doc ID 2601732.1)

When a manager attempts to create a Reporting Change for an employee, Reports_To field is not shown on the page, instead it shows Supervisor.

There is a message that says that this Employee is in a Position that is controlled by the Human Resources Department.
It seems classic MSS page has only Supervisor field. Was there any design consideration for this.
On the other hand in GSS Reporting Change, if a Person is in a Position then Reports_To Field is displayed, and when they are not in a Position-Supervisor ID comes up.

When an Employee is in a Position then the field Reports_To should show on the Request Reporting Change Page

The issue can be reproduced at will with the following steps:

1. Navigation Manager Self Service > Personal and Job Information > Request Reporting Change
4. Once the list of Direct Reports is displayed, Select an employee, click on Continue
5. The next Screen is displayed, showing page says Reporting Change Supervisor Field is shown since this employee is in a Position as a Manager , expecting to see the Field Reports_To
