On Requisition, invalid item count displays in the cart icon when adding new items from the item history / special request.

The issue can be reproduced at will with the following steps:
1. Create Requisition, Add three items from Item History and Click Cart
2. Click checkout
3. Click Save
4. Go to My Requisitions
5. Edit Requisition
6. Click continue Shopping
