Symptoms

Rating Model Effective Date is not working in Succession Plans

When there are more than one rating model in existence and when working on a Succession Plan, it is not looking at the effective dating correctly. This appears to be the same issue with how effective dating is being managed within Succession Planning.
Due to this Succession Plans are not getting correct Rating descriptions from Rating Model

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Rating Model has two rows 01/01/1900 , 01/01/2000
Main Menu > Setup HRMS> Product Related > Profile Management > Content Catalog > Rating Model

2.Competencies have the Rating Model:
All are Effective dated 01/01/2000
Setup HRMS> Product Related > Profile Management > Content Catalog > Content Items

2. Main Menu > Organizational Development > Succession Planning > Maintain Succession Plans > Enter Plan ID and Click on Compare Profiles for the above Competencies

3. It is using rating description from the previous effective 01/10/1900 rating model instead of 01/01/2000

4. After deleting Rating Model Effective date 01/01/1900, it is displaying correct descriptions from 01/01/2000
