Symptoms

Tools 8.56.13, Database-Oracle

When attempting to start up the OracleOraDB12cHomeTNSListenerpsft_listener,
the following error occurs.

ERROR
-----------------------
unable to start listener
TNS 12535 TNS operation timed out


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up ldap.ora rather than tnsnames.ora file

2. start service OracleOraDB12cHomeTNSListenerpsft_listener using ldap.ora
