Users Unable to Update Their Emergency Contact Information via Employee Self Service when "Same Phone as Employee" is Checked on the Emergency Contact, Workforce Administration Page (Doc ID 2604815.1)

Customer states that in their employee's are unable to update their emergency contact information via Employee Self Service when the "Same Phone as Employee" is checked and receive the following error:

"Contact has same telephone number as employee is not a valid selection" 18032, 1185

The issue can be reproduced at will with the following steps:
1. Verify that "Same Phone as Employee is checked for a user from Workforce Administration>Personal Information>Personal Replationships>Emergency Contact
2. Login as employee and click on Personal Details
3. Click on Emergency Contacts
4. Add or update an Emergency Contact and receive error on save
