Out Bound Notification Does Not Give Error For The Length Of File Name Exceeds the Maximum Limit

On : 9.2 version, File Attachments
When attempting to attach an attachment to notes of a case it gives an error if the length of the file name exceeds the limit. But when we try to attach same attachment in outbound notification it does not give any error and does not attach as well.
The following error occurs.
Add attachment failed: File name too long (18136, 10005)
Call to addAttachment method failed because the specific filename was too long.
The issue can be reproduced at will with the following steps:
1.Login into CRM Application
2.Navigate to Helpdesk>>Searchcase>>Search number.
3. Click on the notes page and add file
4.click on the outbound notification page and add file
