Academic Advisement Reports Stuck In "Processing" Status

Academic Advisement Reports stuck in "Processing" status
We have some Academic Advisement reports for students that appear to be stuck in the "Processing" status.
When we try and view these reports from the "Request Advisement Report" page, clicking on the "Process Request" button we get an error message.
We get the same error is we go to the "Student Services Center" and attempt to create a report request from there.
As a result these students and their advisors are unable to view their Advisement Reports.
In additional investigation, we found that "If a student takes a course that is repeatable for credit (normally topics), if they earn a R in that course/topic then enroll in the SAME course/topic again, for some reason it won’t generate a report. For special topics courses, we allow the student to repeat the course ONLY if it’s a different topic. We have a temporary fix on our end, but I’d like to pursue an actual fix.

The issue can be reproduced at will with the following steps:
1. Navigate to Academic Advisement - Advisement Processes - Generate Advisement Reports
2. Run the batch process
1. Run the Academic Advisement - Student Advisement - Request Advisement Report
1. Go to "Student Services Center" and attempt to create a report request
