HR: ePerformance Comment Box Is Unavailable For Data Entry. (Doc ID 2606778.1)

Symptoms

Users are unable to enter their comments in the comments field. Only the field label displays, no box or toolbar displays.

The issue can be reproduced at will with the following steps:
1. Access Employee Self Service home page.
2. Click on Performance tile.
3. Click on Evaluations of Others. 
4. Select a performance document.
5. Performance document opens but comment field does not display.
