Tab Out Functionality Not Working Correctly On Absence Request Page To Click The "Submit" Button. (Doc ID 2607146.1)

Tab out functionality not working correctly on Absence Request page to click the “Submit” button. This is causing issue for blind people, when they are trying to submit the Absence Request by turn on the "Screen reader mode". 

The issue can be reproduced at will with the following steps:
1) Logging into system and accessed the “Employee Self Service” home page
2) Click on the “Team” tile
3) Click on the “Request Absence” tile
4) Selected the absence name as “Sick”.
5) Tab out from each field. When tab out reached the “View Requests” the cursor going to URL instead of “Submit” button
