Symptoms

When using the GSS Promote Employee transaction from Manager Self Service, the FTE value displayed doesn't change when moving from Full to Part-Time.

The issue can be reproduced at will with the following steps:
1. Select an employee from My Team tile for a Promote Employee transaction
2. Change the Position to a Part-Time position
3. Note that the FTE doesn't change from 1.0
