HCM 9.1: When Deleting an Employee Enrollment in HCM Enterprise Learning, the Following Error Occurs "A Fatal PeopleCode SQL Error Occurred. Please Consult Your System Log For Details"

Symptoms
When an administrator in HCM Enterprise Learning deletes an employee enrollment from a course, the following error occurs: "A fatal PeopleCode SQL error occurred. Please Consult your system log for details".
After clicking the OK button, a second error message occurs:
"SQL error in Exec. (2,280) TRN_ENROLL_VW.EMPLID.SavePostChange PCPC:3279 Statement:38
During the execution of SQL, an error occurred in the Exec subroutine. The preceding message should have described the SQL being executed".
The issue can be reproduced at will with the following steps:
1. Log in as PS/PS
2. Navigate to: Main Menu > Enterprise Learning > Student Enrollment > Enroll Individually
3. Select the Course from where you want to drop an employees enrollment
4. Select the employee and click on the minus '-' sign to delete the enrollment
5. Click Save
6. Note Error messages
