Symptoms

Installing HCM PI32 Instance on OCI failing with below error

ERROR
-----------------------
Puppet (err): ACM Plugin execution returned 1 instead of one of [0]


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OCI, Configure VCN and Subnets
2. Select the HCM PI32 Image from Oracle Images Tab or Marketplace
3. Step "Configuring Post-Boot PeopleSoft Environment" gets Failed
