Error on Update of Bio/Demo Data for Person where US_WORK_ELIGIB Not Set to Y in Online Application (Doc ID 2615462.1)

After applying Campus Solutions Bundle 41 and Patch 23254407,  the US_WORK_ELIGIBILTY field is not being set to 'Y' consistently during the online application process (using AAWS).  

This causes the error when a user update bio/demo data (e.g. insert an new effective dated row to update addresses and save)

When changing a student's bio/demo data the following error is encountered:

Cannot Change current or history records unless in Correction mode.  (91,34)
- Error - Error changing value.
When changing a student's bio/demo data the following error is encountered:

Steps to reproduce the issue:

  1. Issue can be replicated in CS 9.0 bundle 41 + Patch 23254407
  2. Query the PERS_DATA_USA table and pick an ID for whom the US_WORK_ELIGIBILTY field has no value
  3. Navigate to Campus Community - Personal Information - Add/Update a Person, and search for the ID (picked in step 2)
  4. Update any Bio/Demo data, Example, Add a new effective dated row and modify the mailing address
  5. Click on Save
  6. The error pops up

Note:  Person for whom the US_WORK_ELIGIBILTY field is set to Y gives no error in update bio/demo details. It's only occurring for person,  the US_WORK_ELIGIBILTY field is not set to 'Y' (or Null)
