The Approval Monitor No Longer Shows Skipped Steps (Doc ID 2618230.1)

Symptoms

The Approval Monitor no longer displays the skipped steps.  Visually, there are no Steps/Approvers that are skipped. It appears that there is only one approval; nothing before the final approval step. Seeing the skipped steps indicated that there was a step present, but was not triggered.  Seeing the reason a step was skipped; such as "No approvers found" as opposed to "Not enough approvers found"; is handy in troubleshooting that reason.

The issue can be replicated at will with the following steps:
1. Navigate to Enterprise Components > Approvals > Approvals > Monitor Approvals
2. Select an approval process transaction for which you know there should be skipped steps
3. Notice that the skipped steps are not showing
