E-PORTAL: PS_TOKEN is Deleted If Users Don't Exist in All Environments Used For Single Signon (Doc ID 2618806.1)

Symptoms

When users don't exist in all environments used for single signon they immediately lose their PS_TOKEN upon login. These users are still able to navigate even though they don't have a PS_TOKEN. Users who exist in all environments are able to keep the PS_TOKEN.
