Symptoms

Time sheet data loading issue into Paylines when State details entered in Timesheet

The Local code for NJ 36000 has not been loading to the pay lines correctly for ALL the lines with time.

Expectation is all other earnings should come into one page in PAY_EARNINGS instead of splitting into two rows.

The issue can be reproduced at will with the following steps:
1. Employee entered Country, State information into Time sheet page on the Time and Labor side.
2. After running the Time admin and approve time with the TL Load data to Payroll jobs one after the other, the Time and Labor Load process is inserting two rows.
3. First row is with Addl number 1 with REG and 12 Other Earnings with State as NJ and Locality blank.
4. Second row is with Addl number 2 with Overtime earnings and with Locality as 36000.
