Budget Formula Incorrect When Evaluating ACAD_PLAN Value of 9 Characters (Doc ID 2619915.1)

Symptoms

 After applying <Patch 30293866> for Campus Solutions 9.2 (and likely the same with <Patch 30167130> on Release 9.0, though that hasn't been explicitly confirmed), there are still instances where the budget formula is not correctly assigning certain budget items, similar to what was previously documented in <Note 2590659.1>.

The remaining issue appears isolated to formulas that reference the field ACAD_PLAN, and specify that field to be equal to a value that is 9 characters long. We're not certain about a value longer than 9 characters, but the issue does not occur when the specified value is less than 9 characters, or if the formula uses an operand other than =, such as <>, or with any other field (as far as has been confirmed thus far) other than ACAD_PLAN.
