Fluid Page Access Creates Empty Roots/Folders in Classic Drop-down Navigation (Doc ID 2620419.1)

Symptoms

A user can view several menu items, but when navigated to, the user does not have access to the page. Based on role assignment they should not have the menu items appearing.
