EGL9.2: Allocation Process Creates Journals For Inactive Allocation Group

Symptoms
Allocation Process does not validate the status of the Allocation Group.
If Allocation Group is Inactive, but the Allocation Step with in the group is Active, the allocation process can be run successfully and the journal is generated. Ideally no journals should be created for that allocation group
Steps to Replicate:
1. Set up an allocation step and include it in a allocation group
2. Inactivate allocation group
3. Make sure to have some pool or basis data for the allocation step to process.
4. Run allocation process with the inactivated allocation group
