Why is Manual Entry hard coded on the fluid Weekly Time Entry page, Employee Self Service (Dashboard) > Time (Time) > Weekly Time (Tile)?

Is there a technical reason that this page can't use the users preference?

If Time Reporter is using the Employee Enter Time tile, the page is loaded using the users settings.
