Empty Position Description Not Visible in Company Directory Tree

Symptoms
When "include empty positions" and "delete inactive rows" is selected and Tree is run ,the tree shows Empty position nodes without the position description.
The issue can be reproduced at will with the following steps:
1.Set Up HCM > Common Definitions > Org Chart Viewer > Tree Builder Run Control
2. Select "include empty positions" and "delete inactive rows" and click Run.
