JOB AUS Row Gets Deleted Incorrectly

Symptoms
When an existing effective dated row is deleted and added back without saving the Job Data component in between, and ‘Save’ the component after adding back, data from the JOB_AUS record is getting deleted incorrectly.
The issue can be reproduced at will with the following steps:
1: Add a new row on JOB data. Make sure that in the Job Information table under 'Australia' section, Payroll state is populated. Save.
2: Verify in database that there is a row with this effective date in JOB_AUS record.
3: Delete the row and before saving, add another row with same effective date but with a different action/action reason. Save.
4: Verify in database that there is a row with this effective date in JOB_AUS record. There is no row with this effective date in JOB_AUS.
