Symptoms

As per the HMRC guidance is suggested that where all payments are irregular, the NI basis should be weekly.

However, this formula seems to be saying that the NI basis is only changed to weekly where the GBR AC IRREG SEG accumulator is equal to the GBR AC NIBL SEG accumulator.

There's a scenario where a former employee is receiving two earning elements as a payment after leaving.

Both earnings are members of the GBR AC IRREG SEG accumulator but only one is included in GBR AC NIBL SEG.

As a result, the NI basis remains set to monthly which is incorrect given HMRC's clear guidance.
