E-DPK: PeopleTools DPK Installation Error on Linux "Puppet (err): Could not set 'present' on ensure: Operation not permitted @ chown_internal" (Doc ID 2626549.1)

Symptoms

When attempting to install PeopleTools DPK,
the following error occurs.


The issue can be reproduced at will with the following steps:
1. The software was copied to Linux with a non-root user (ptools).
2. The unix admin ran the dpk prerequisite task as root user with these parameters:
    ./psft-dpk-setup.sh --prereq --syscfg
3. Then ran the dpk install with a non-root user (ptools) with these parameters:
    ./psft-dpk-setup.sh --env_type midtier --deploy_only
and stopped so could create the custom yaml.
4. After the psft_customizations.yaml was created, executed the 2 steps to proceed with the install.
    $ cd /hr01/BASE_DIR/dpk/puppet/production/manifests
    $ /opt/puppetlabs/bin/puppet apply --confdir=/hr01/BASE_DIR/dpk/puppet site.pp --debug --trace --detailed-exitcodes --logdest /hr01/ptools/sfw/psft_dpk_setup.log
