When the user Deletes the Attachment from the Line Comments in the Copy Requisition will not be Permanently Removed

Symptoms
When the user deletes the attachment from the line comments in the copy requisition will not be permanently removed
The issue can be reproduced at will with the following steps:
1. Create requisition with four items and click check out
2. Enter Header comment with 2 attachments
3. Enter Comments and 2 attachments to line 1
4. Enter Comments with an attachment to line 3
5. Enter justification comments
6. Submit (Requisition #202 created)
7. Go to My Requisitions page
8. Copy Requisition #202
9. Go to Check page
10. Add Comments to Header Comments
11. Delete existing file and upload new file
12. Update comment to First Line item
13. Delete existing file
14. Click Ok
15. Add attachment
16. Delete 3rd line comment
17. Click OK
18. Click Done
19. Click Submit
20. Go to My Requisitions Page
21. Click Details icon for Requisition #203
Issue 1 : Deleted file exists in Line 1
23. Edit again and check the first line
Issue 2 : Deleted file exists in Line 1
