Symptoms

Read-Balance procedure in tax504.sqr excludes DEDUCTION_BAL rows with multiple benefit plans for the same DEDCD.
The FED_TAX_DATA row that is inserted or updated (depending on the run control's update flag) has a PENSION_PLAN should have the value of 'Y' rather than 'N'.

The issue can be reproduced at will with the following steps:
1 - Pay an employee so that contributions to their savings plan accumulate in the DEDUCTION_BAL.DED_YTD accumulator.
2 - In the middle of the year, place the employee in another benefit plan within the same plan type as the original that will accumulate to the same deduction code in the DEDUCTION_BAL table.
3 - Pay the employee in a manner that no contributions are made to the new savings plan in the current year.
4 - Run tax504.sqr and note that the employee's FED_TAX_DATA.PENSION_PLAN is 'N' after running it, while it should be 'Y'.
