PE: APT Request Gives An Incorrect Error Message When Enrolment Cohort Is Not Found (Doc ID 2630208.1)

When attempting to run the APT Request an incorrect message is given that the Program Format does not exist for the student, when in actuality the Enrollment Cohort is what does not exist
the following error occurs.

Error from Log:Program Format xxx does not match the selected student yyyyy (0.0)

When you run individual APT request : Enrollment Cohort does not exist

The issue can be reproduced at will with the following steps:
1. Run APT request for Run control ID
2. Note message in log file that the Program format does not exist
3. Run the APT request for an EMPLID in the log file and get message that the Enrollment Cohort does not exist.
