HR: Section 3 (Re-verification and Rehires) is Enabled for Rehires in the I-9 Form (Doc ID 2631523.1)

 When trying to search for an already submitted I-9 Form for Rehires, Section 3 (Re-verification and Rehires) is enabled.

The issue can be reproduced with the following steps:
1. Login Details as an Rehired Employee
2. Goto Personal details tile > Form I-9 and Submit
3. Login as an Administrator
4. Goto Workforce Administration > Personal Information > Form I-9 > Complete/ Reverify EE Form I-9
5. Search for the Rehired Employee.
6. Complete Section 2. For Employer or Authorized Representative Review and Verification
7. And Submit
8. Click on Return to Search and Search for the same Employee 
9. Observe that the Section 3. Reverification and Rehires opens up.
