Insufficient Authority To Access Profile (18300,601) when accessing Component interface CI_HJPM_JPM_PERSON_PROFILE_SRV

On : 9.2 version, Employee/Organization Development
When accessing Component interface CI_HJPM_JPM_PERSON_PROFILE_SRV system is throwing error message as below.
The issue can be reproduced at will with the following steps:
1. Create user
2. Give user access to CI by providing user access to roles
Note: PeopleTools is required to test the CI
Role Name: PeopleTools, ePerformance HR Admin
3. Open Application designer and log in with user created
4. Open CI HJPM_JPM_PERSON_PROFILE_SRV
5. Test the component interface
Note: in application designer click on: Tools / Test Component Interface
Note: This will open a new window with the CI
6. Search for Emplid XXXXXX
7. Click on “Get Existing”
8. This user is unable to retrieve the employee
