E-PG: Pivot Grid Graphs Cannot Display Number On Top Of Bar Without Hover

Symptoms
When attempting to run Pivot Grids with charts, the Bar Chart does not show the numbers on each value on the top.
This is working with mouse hover over each value.
The issue can be reproduced at will with the following steps:
1. Login to PIA
2. Navigate to Reporting Tools > Pivot Grid > Pivot Grid Wizard
3. Search by a delivered Pivot Grid (e.g. GP_GROSS_PAY )
4. Go to Step 5
5. The Bar Chart does not show the numbers on each value on the top
