Symptoms

When adding a Fluid Form, Data entered in form for numeric decimal fields does not display and not saved for User(s) using Chrome and Internet Explorer (IE) browsers with a non-English preferred language set for Windows.
  

  For example:  Using Chrome browser and access the Fluid Form, if User enters a comma for decimal (preferred language formatting) in numeric decimal fields, data is not displayed or saved.


Steps to Replicate Issue:


Prerequisites:
1. Create a new Fluid Form with numeric decimal field

   Navigation: Workforce Administrator Tile > {click} Design Forms > {add a new form id}

2. User updates Windows Preferred language set to non-English language . For example: German.

Then,

1. Log in as a User and access the Fluid form.  
    Navigation:  Employee Self Service Tile > {click} New Form Tile
2. {enter number with a decimal} in decimal numeric fields and tab to the next field, notice data disappears in he previous field or when submitting the form.
