EPY: View T4 / RL-1 on Mobile Gives Update Warning Message and Unable to Generate PDF (Doc ID 2635108.1)

Symptoms

When attempting to view the T4/RL-1 slips on Mobile, the following error occurs.

ERROR
-----------------------
"This form cannot be updated using a mobile device. Would you like to view the form in Read Only mode now?".
Once user choose "No" then got message
"Unable to generate PDF output. The system failed to generate the PDF output. Ensure that XML data file is in the file attachment table and in the right format"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Employee Self-Service, Payroll Tile Under T4/T4A & RL-1/RL-2
2. The following message appears.
"This form cannot be updated using a mobile device. Would you like to view the form in 'Read-Only' mode now?"
3. If you choose No, then got message "Unable to generate PDF output. The system failed to generate the PDF output. Ensure that XML data file is in the file attachment table and in the right format"
