ELM 9.2: Learners Able To Enroll In Classes With Concluded And Closed Status

Symptoms
Learners Are Able To Enroll In Classes with Concluded and Closed Status after applying ELM image 18 to production, which included Patch 27731530 - LEARNERS ABLE TO ENROLL IN CLASSES WITH CONCLUDED STATUS.
Learners should not be able to enroll in classes with Concluded or Closed Status after the end Date.
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Learning > Catalog > Maintain Classes
2. Select class whose End Date has passed and Status is closed or concluded
3. Navigate to Employee Self Service > Learning > Find Learning
4. Find the class identified in step 2 and see enroll button is still available and complete enrollment
