E-SEC: Setting Secure by Default on the Definition Types Page does not Save (Doc ID 2635898.1)

Symptoms

The Option on Definition Types not saving when attempting to set Secure by Default on the Definition Types page. 


The issue can be reproduced at will with the following steps:
1. Log in to PUM 33 environment as VP1
2. Navigate to PeopleTools > Security > Definition Security > Definition Types
3. Check the “Secure by Default” checkbox for Application Packages and save

Setting the option, saving the page, and refreshing the component shows the option is no longer set.
